MODaaS: Accelerating agent velocity

Conflict management in intent-based networks - Phase II

This Catalyst explores how Model-as-a-Service (MODaas) introduces a new operating model for telecom, enabling operators to dynamically select and orchestrate AI models based on context and business value. By embedding model orchestration directly into network and monetization layers, operators can move from fragmented AI experimentation to continuous, real-time intelligence execution—turning every decision into a measurable and monetizable outcome.

This Catalyst demonstrates how CSPs can detect, analyze, and resolve conflicts between multiple autonomous entities acting simultaneously. These conflicts, arising from competing intents, overlapping policies, or resource contention, can lead to service degradation, instability, or unintended behavior if not managed proactively. This project demonstrates a framework for ensuring safe, predictable, and coordinated operation across autonomous network functions.

The butler did it: Turning telco infrastructure into AI services

This Catalyst demonstrates how CSPs can transform their network, edge, and compute assets into AI-native, outcome-driven services through XAaS (X Agents as a Service). Instead of selling undifferentiated connectivity, CSPs expose “Butlers” — autonomous, agentic services that deliver guaranteed business outcomes by orchestrating 5G/6G networks, core functions, edge cloud, and hyperscale compute.

This Catalyst demonstrates how CSPs can operationalise Agentic AI safely at scale by transforming telecom capabilities into governed, AI-executable services. Built on TM Forum’s ODA and AI-Native Blueprint, the framework enables AI agents to discover, understand and execute actions across BSS environments with policy controls, business context and human oversight. By replacing bespoke integrations with reusable, standards-aligned capabilities, operators can accelerate the move from isolated AI pilots to trusted, production-grade operational AI.
